Mass Save® incentives can cover a significant share of your EMS project.
Mass Save is the Massachusetts utilities' energy-efficiency program. FMC screens the fit, handles qualification and documentation, and manages the rebate claim from pre-approval through utility sign-off. Applications are open now; funding is set year by year.
Full retrofits & additions · No up-front paperwork fee · In-house Mass Save liaison
You don't need to learn the Mass Save portal.
We've managed hundreds of these filings. Here's how one goes, from first visit to check in hand.
- 1
Screen the fit
A walkthrough and a baseline pull. We survey the site, rough out the scope, and give you a read on Mass Save eligibility before anything is signed.
You get: a scoping memo with an incentive read - 2
Lock in the incentive
We model expected kWh savings against your baseline and submit for pre-approval with your utility. The incentive tier is locked before you sign anything.
You get: utility pre-approval before install starts - 3
Install & commission
Normal EMS work: controllers, sensors, sequences, and commissioning, plus the documentation the utility will need to see at the end.
You get: a commissioned system, documented for the claim - 4
Claim & receive
Final measurement-and-verification report, utility sign-off, rebate issued. You countersign; we prepare the package and follow up with the utility until the check arrives.
You get: the rebate, paid to the customer of record
What tends to qualify.
Mass Save is a catalog of programs, not a single rebate; most commercial, institutional, and industrial buildings in Massachusetts qualify for something. We match the project to the right path and combine paths where program rules allow.
The performance-based path, and the most common one for EMS work: controllers, sensors, programming, and commissioning, with the incentive sized to measured energy savings. Includes retrofits replacing pneumatic or legacy DDC systems.
For sites with an EMS already in place. Covers re-tuning sequences, fixing drift, and documenting the measured savings. No major capital work required, and some of the best cost-share ratios in the catalog.
A design-phase path for projects beyond code minimum, coordinated with your architect and MEP. The earlier it's filed during design, the larger the eligible measure set.
A streamlined prescriptive path with less paperwork and faster turnaround. Common for single-site retail and office, and for simpler control and scheduling upgrades.
We work with utility programs across New England.
Actual incentive amounts are determined by your utility's pre-approval process, measured savings, and program availability in your rate class.

We scope it, file it, and chase it. You approve it.
You countersign the application and the final claim; we handle everything in between. The rebate is paid to you, the customer of record. We never take a cut.
